GBV is a big public health challenge in Nigeria, and many governmental and non-governmental organisations are working towards curbing this. One of these organisations is the Population Council, which in partnership with the EU-UN Spotlight Initiative, decided to create a platform that provides real-time data on Gender-Based Violence (GBV) cases in Nigeria. To this effect, the Population Council reached out to Astract9 and trusted us with creating a data collection app/centralised dashboard.
The Population Council is an international, nonprofit, nongovernmental organization that seeks to improve the well-being and reproductive health of people around the world. This organisation, in partnership with the EU-UN Spotlight Initiative and Nigerian Federal Ministry of Women Affairs, created the National Gender-Based Violence (GBV) dashboard also known as ReportGBV. With a mission to drive social change and advocate for women’s rights, Report GBV serves as a ray of hope in the fight against gender-based violence.
One of the major things that inspired the ReportGBV platform is the high rate of Gender-Based Violence in the country. According to Nigeria Demographic and Health Survey (NDHS), 31% of women between 15-49 have experienced a form of violence at least once.

All of these can be achieved by building a digital platform to streamline data collection, collation, and analysis processes. The goal of the Population Council was simple: to create a web application to facilitate the reporting of GBV incidents and respond to GBV victims.
The Population Council contracted us to spearhead the development of a custom web application to translate their vision to end GBV in Nigeria into a digital platform.
To execute this project, the Astract9 team did an initial feasibility study and attended key stakeholder meetings to understand what was expected of us. We built the first version of the web application where CSOs can submit data, the data gets validated, and the admins have access to the data for evaluation. In addition, we worked in an agile way using weekly sprints, Google Sheets for task management, Google Meet to give updates, review client feedback, and resolve deadlocks.
The project first started in 2020, and we have been on a yearly retainership.
One of the major challenges faced was that the client wasn’t clear on what was wanted and this led to a constant change in direction and delayed feedback. However, Astract managed these challenges by prioritizing our client’s new requirements.
We were able to create a centralised data collection app for the client within the timeline given. Now, organisations affiliated with ReportGBV can submit any data on gender-based violence and indicate the service offered to the victims using the app.
Since the creation of this digital tool, Report GBV has collaged over 25,000 GBV records across all states in Nigeria. The client is quite pleased with the outcome of the work, and Astract9 is currently on a yearly retainership.
One of the things we learnt from this project is building the web application in stages rather than at once.
